Attestation statement agreeing not to charge Medicare beneficiaries

Providers sign an agreement/attestation statement agreeing not to charge Medicare beneficiaries for any services which Medicare beneficiaries are entitled to have payment made on their behalf by the Medicare program. What may the provider (e.g., hospital, clinic, physician) bill the beneficiary?
